Chantal Bouchard, PhD, has been an ENAP consultant since 2018. For some twenty years, employed by several Quebec government departments and agencies, she contributed to public policy and program evaluation, strategic intelligence and accountability activities, as an analyst and coordinator. She closely follows the evolution of approaches to quality assurance, continuous improvement and performance in public organizations. She supports work teams in optimizing and managing change. She holds a PhD in Educational Administration and Evaluation from Université Laval, a graduate certificate in Digital Governance from ÉNAP and a training certificate in Civil, Commercial and Workplace Mediation from the Université de Sherbrooke Law School.

Sonia Poulin
Sonia Poulin is an organizational consultant with ENAP’s Direction des services-conseils (DISC). Ms. Poulin holds a master’s degree in career development and a graduate diploma in organizational performance and human resources. Her main areas of expertise are talent management, assessment and skills development.
Sonia Poulin has carried out numerous interventions for public organizations, such as management potential assessments, the design of competency profiles or individual coaching aimed at career management and professional development. She has also acted as a consultant to management teams on mandates involving succession identification, selection and the development of tools to guide skills development.
Ms. Poulin is a member of the Ordre des conseillers et conseillères d’orientation du Québec.
